What Is an F10 Notification?

An F10 notification is a form submitted to the Health and Safety Executive (HSE) to notify them about a construction project. It is a legal requirement under Regulation 6 of the Construction (Design and Management) Regulations 2015 (CDM 2015).
When Is an F10 Required?
An F10 notification must be submitted when a construction project meets either of these thresholds:
- The project will last more than 30 working days and have more than 20 workers on site simultaneously at any point, OR
- The project will exceed 500 person-days of construction work
The notification must be submitted as soon as practicable before the construction phase begins. The client is responsible for ensuring it is submitted, though in practice the principal designer or principal contractor often prepares it on their behalf.
What Information Does an F10 Require?
- Date of forwarding the notification
- Address of the construction site
- Name and address of the client
- Name and address of the principal designer
- Name and address of the principal contractor
- Date planned for start of the construction phase
- Planned duration of the construction phase
- Estimated maximum number of workers on site at any one time
- Planned number of contractors on site
- Name and address of any contractor already appointed
- Brief description of the construction work
How to Submit an F10
F10 notifications are submitted online through the HSE website. The form is straightforward and takes about 15 minutes to complete. You receive a confirmation that serves as your record of notification.
Important Points
- The F10 must be displayed in the site office (or be accessible to workers)
- It must be updated if key details change (e.g. principal contractor changes)
- Failure to notify is a criminal offence under CDM 2015
- The HSE may visit notified sites at any time for inspection
- Even if your project does not meet the F10 threshold, all other CDM 2015 duties still apply
